Odin

A dying star and the sole known system containing a potential sapient species. Protected by treaty, inhabited by no one.

Odin is a failed future. The system's white dwarf is in a late stage, Vili and the former homeworld of the pre-sapient "Ganymede lifeform" are both on slow tracks toward uninhabitability. The Fair Chance Act protects the system from colonization on the ethical grounds that Ganymede life, while not currently sapient, could be.

UEE Navy patrols enforce the exclusion. Smugglers sometimes stage from Odin because its protected status makes patrols predictable. The science outposts orbiting Eir are the only permanent human presence, and they are there specifically to study the Ganymede without touching it.
